Rules and regulations are essential to maintain ordered and peaceful society. Although it’s vital to have a system to punish the offenders, in my view it's more important to treat the root cause of crime than killing the criminal.
It’s true that fear of punishment helps in preventing aggressive behaviour. Our society is built of a set of social and legal regulations that everyone is supposed to follow. People realize that breaking a rule will result in equally severe punishment. The fear of strict action prevents them from committing a crime, and hence maintains law and order in the society.
Having said that, it is sometimes more effective to understand and deal with the reason behind the criminal behaviour. Statistics have shown that most people take to violence because of compelling circumstances. A study conducted in one of the strictest prisons in India, 'Tihar Jail', proved that a staggering 80% of inmates resorted to criminal offence due to depressing conditions like long period of unemployment. When provided with opportunity of earning a respectful living, most of them did not conduct any repeat offence.
In addition, providing them with a sense of belonging goes a long way in preventing further acts of destruction. Most of the habitual criminals have no value for human life. In such cases, even fear of capital punishment does little to forbid them from violent conduct. If you punish one person from a criminal syndicate, another person takes over and the vicious circle continues. There have been instances such as surrender of Madrasa group in India, wherein treating such subjects with compassion and care brought them them back to the right track.
In conclusion, I would like to reiterate that it’s important to appreciate the individual situation and treat the cause behind criminal behaviour than blindingly resorting to capital punishment in every case.
